A resident of Maywood, NJ, he was born in Lima, Peru, to his parents, Alfonso Luciano Rivas Pancorvo and Emma Luduvina.

Victor is predeceased by his brother, Alfonso Rivas.

He is survived by his devoted wife, Marleni Chavez-Luque, and their loving children, Mayra Rivas, Andrea Velarde, Raul Sebastian Velarde, and his wife, Dalilah Velarde.

He will be remembered by his dear siblings, German Rivas and his wife Emma, Carlos Rivas and his wife Alejandra, and his sister-in-law Beatriz.

He leaves behind his nieces and nephews, Walter Enrique Espinoza, Bruno Espinoza, Leitz Caballero, Cynthia Fiorentini-Chavez, Alessandra Fiorentini, Diego Alvarez, Gaby Alvarez, Sebastian Rivas, Brandon Rivas, and Emma Gabriela Rivas.
